As far as we can tell, this has nothing to do with the Mexico government, and everything to do with smugglers who are paid large sums of money to smuggle people into the U.S. Did you understand that part of the story?

" Owned or leased by Mexican Customs " is part of the Mexican Government.

I used to live in Texas and I come down to visit Texas once in a while.
 
The land being owned by the government doesn't mean the government dug the hole or authorized the hole being dug. It just means that someone snuck onto the land and dug a hole. Even the U.S. government has people doing things on government owned land that the U.S. government doesn't immediately know about.

The writer never verified whether the government "owns or leased" the property to someone else.
 
Classical example of the government doing " denial operations" The government denies every thing and does not know about, meanwhile they carry their operations on in obivous full view plain sight as much as they can and keeps a low profile. I would call them more accurately,

" deception operations "
