Statuatory rape is not chargeable if both the participants are minors.
Statuatory rape generally does not become a charge if the younger one is 16. That varies by state, but the vast majority of states have 15 or 16 as the age of consent. That is the determining factor. The younger partner must be below the age of consent, and the older partner must be at least 18.

Keep in mind also, everyone, that banning sex offenders from sites would only be applicable to the offender that has been charged, found guilty, and forced to register. The ones that haven't been caught yet would remain a danger and permitted to surf these sites.
Banjo's solution is much more easily applied. Know where your kids are visiting and to whom they are talking.
