No, it won't work for most people.

I don't think it's efficient for police or other emergency when real phone number is addressed.
I prefer to use voice phone to tracking my address, that work so great.

try tty or pager and see if you can beat 3 minuteThe TTY have been phasing out big time. Start to accept the fact that TTY days is really over. But guess what? It is not totally over. You can use computer as TTY instead, and best of all it is F R E E! Visit NXi Communications Inc. - Home Page (2001-2006) and download their free TTY software and your on way to your own TTY, no long distance charges, no baloney fees there.
The real reason for TTY being phasing out is because of technologies that have been advanced so much, and the technolgies used on TTY is now invisible to naked eye, you'd need telescope to see it. Digital and Anaolog is NOT the same thing, and that is the problem.

Because of current limitations, Sorenson VRS cannot automatically route emergency calls to the nearest Public Safety Answering Point (PSAP) at this time. Sorenson VRS urges you to use traditional TTY relay service for emergency calls to avoid a possible life-threatening delay. However, if a 911 call is placed and reaches the video relay interpreter, the interpreter will make every effort to complete the call and relay your information to the emergency call center. You will need to provide your name, address, city, state, and local phone number (not 911) for the emergency services that you wish to call. Dialing 911 from your phone or through TTY services is safer and faster than what Sorenson VRS can provide at this time.

I recalled some time back that FCC require all phone lines and celluar phone to be able to dial 911 even if it disconnected and not in service but dialing 911 will still work.
So those with phone line at home but does not have phone service should be able to still dial 911??
Or maybe I am wrong and FCC was talking about it etc?
if no real phone number overall then 911 service is moot
