Let's see if a Subaru can tow a semi up the hill...for sure it will break down like that little car....;)

I don't believe you about 70mph in 4WD. I am sure you drove at 2H gear lever, not 4H gear lever. One of my friend's wife blow ford explorer's transfer case out at 60mph due H4.

It's alright if you don't believe me about going 70 mph in 4wd. However, the link you included talks about dry pavement. I wasn't doing that on dry pavement and I know that doing so will break things.

Banning 2wd on icy roads ... that might work. I think it's more of a driver skill thing than a vehicle thing though.

Most 4 wheel drive SUV's, probably trucks as well, are not supposed to be driven over 60mph. So 60mph should be fine. I did all the time, now I am in an all-wheel drive.
