Junkanoo is a cultral expression, started by our ancestors, african slaves. One day out of the year they were allowed to do whatever they want. They would dress up in costumes to conceal their identity while parading the streets, dancing to music of the goat skin drums and cowbells.
Today it is traditionally celebrated during christmas, boxing and new year's day.

No there aren't any accommodations for a deaf person. Or at least I am not familiar with any or know of any.
