Any good cheap speech to text programs?

For Internet services, "two factor" authentication is becoming common. I can't use one of my credit cards because I can't receive a "code" by phone. I tried Office 2003's voice feature on some numbers that I know would have a menu tree and got complete gibberish.

Any ideas anyone for something cheap? It has to translate any speaker and over the phone at that.
