WASHINGTON – Reading and math scores are rising for black students across the country, but not enough to close the gap between them and their better-scoring white peers, an Education Department report released Tuesday found.

The gap in reading is especially dismal — only three states have managed to narrow the divide between black and white students in fourth grade, and no state has narrowed the gap in eighth grade.

There was more progress in math, at least among younger kids.

The findings constitute the first major Education Department report since President Barack Obama took office, though it was done by the agency's nonpartisan research arm, the Institute of Education Sciences. The report was based on test results from nationwide assessments from the early 1990s to 2007.

Racial disparity persists because black and white students alike are doing better, said IES associate commissioner Peggy Carr.

"Progress has been made on both accounts," Carr said. "It's kind of difficult to close the gaps when everyone is improving."

The report did not draw conclusions on the underlying reasons for the disparity, though it noted that poor children have lower scores and that a disproportionate share of minority students are poor. Researchers say the socio-economic gap is present even before children start school.

The achievement gap that separates minority and poor students from their white peers is viewed as one of the most pressing challenges in public education.

It was a central element of the 2002 No Child Left Behind law, which holds schools accountable for progress among every group of kids, including minorities, those who have disabilities and those who are learning English.

The law prods schools to improve test scores each year, so that every student can read and do math on grade level by the year 2014.

The report found that black students scored 26 to 31 points below white students, on a 500-point scale, in fourth- and eighth-grade reading and math.

It looked at the divide between black and white students in every state, finding:

_Achievement gaps persist in every state for which data was available.

No state saw its achievement gap widen.

_In math, the achievement gap narrowed in 15 states in fourth grade and in four states in eighth grade.

I have heard about kids that don't have fathers having problems in school. Maybe it has something to do with it.

STANFORD--Recent claims that IQ at birth determines one's fortunes in life are based on flawed interpretations of statistical data, according to labor economist Martin Carnoy, a Stanford professor of education.

In Faded Dreams, to be published this month by Cambridge University Press, Carnoy argues that contrary to Richard Herrnstein and Charles Murray's assertions in The Bell Curve, large changes in African Americans' achievement and income can result, and have resulted, from government action.

Using detailed census data from the past 50 years and many of the same sources cited in The Bell Curve, Carnoy finds that positive changes in the ratio of black to white economic performance mark the period.

Gains in African American children¹s school test scores, including SAT scores, relative to whites over the past 20 years were expected to result in rising college graduation rates and higher wages for African American high school and college graduates, he said. Neither occurred, but no one, including Herrnstein and Murray, blames this on IQ differences.

"The Bell Curve recognizes the existence of this huge increase in scores," Carnoy explained, "but it conveniently ignores its implications for their theory on the importance of IQ, which tightly connects IQ and wages. If IQ were so consequential for wages, young black high school graduates should have cut the wage difference with whites by about one-third in the 1980s. In fact, young blacks' wages compared to white graduates¹ were the same in 1979 and 1989."

"Asian Americans score higher than whites on tests. If we took The Bell Curve's argument about income determination seriously, Asian American male college and high school graduates should earn significantly more than whites of the same age. Yet they earn less," he said. "Men in general continue to earn more than women even when their labor market experience is the same. Married men also earn higher wages than single men, yet no one would claim that marriage makes you smarter.

Here's one side of the take on it:

Its retarded to assume that IQ scores directly correlate with income earned. It is just another test.
 
I'm a former teacher and mom. What I see is that schools in predominately black areas do not have the same supplies and resources as the schools in wealthier, white areas. Budget cuts have hit all schools hard.

If there's not an active PTA to volunteer and raise money, the school goes without. I volunteer to help with science labs. The science labs are conducted with PTA purchased materials and run by parent volunteers. But for this, the students would have no science labs. The same for Spanish lessons and art class. Most schools don't have this kind of parent involvement or fund raising. Fewer resources translates into less enrichment (and more boredom!).

I don't put a lot of faith in standardized test scores. In my state, only half of the students are graduating from high school. That's a big problem. I fear that it will get worse as school districts are forced to lay off teachers. At risk kids are the ones who need smaller classrooms and more attention.
 
Standardized tests basically cover a large group of people without considering the essential factors that affects each child's education such as location, family, income, environmental opportunity and so forth. Because it is a blanket, I also don't trust the data from standardized tests. At the same time, it is what some of us use to base our major decisions on.

And why is it white and black? There are other ethnicities in our educational programs as well.

I just wonder if it is going to be a good shift and change or bad. Time will tell.

I dont know because it seems like the culture of rap music is so deeply embedded into black culture and as long as rap music promotes using women as sex toys, drugs, violence, and materialistic views priorities for a good education may be on the bottom of the list...

If music has that much of an influence then I would blame the parents for not instilling morals, values and priorities into their children. That applies to blacks or whites or greens or yellows.

Give a child that has had a tramautic, horrible childhood....drugs/alcohol/incest....etc.....a role-model that can inspire, encourage the child to overcome all these obstacles, and the child can succeed.

I have 3 boys that came from a broken, alcohol/drug home, very rarely went to school, etc. They were broken in spirit and in mind, a "who cares" or "whatever" attitude.

You should see them now.....school every day and making great grades, selective of their friends, manners and take care of their business, i.e., rooms, etc.

It's a lot of hard work! But a child can do a 100 degree turn when there is someone that truly cares about them and their future!

No matter the color of their skin! Or the low IQ of their parents, or a fatherless/motherless home.

The thing about Obama is he is not the typical african american. His ancestor was an immigrant rather than a slave.

The effects of slavery still haunt their descendents. African americans with immigrant ancestors tend to be more sucessfull than ones with slave ancestors. Bill Cosby talks about it.

it is not really about races or the style of music.

that crap music glorifies a gangsta lifestyle of dealing drugs, gangs, murder, violence and so on...

the lifestyle which children, no matter which race, are trying to be a gangsta piece of crap :sure:
