You are right that this is not the end but not for the reasons that you mentioned above. Know why this is not the end? I didn't read the update completely until now.Nope, even with charges already dropped, the damage is permanent on these kids, not just that 6 years old boy, every of his classmate is already "Learn" from it, and god knows, what these poor innocent kids are thinking and that would impact them lifetime.

The mother, who is also a teacher in the school district, said Hunter had tried to kiss her daughter "over and over" without her permission, according to Canon City Daily Record.
"I've had to coach her about what to do when you don't want someone touching you, but they won't stop," Masters-Ownbey told the newspaper.

Of course, it's not proper for the school to call it sexual harassment so they dropped it but the boy must still be punished for inappropriate behavior (touching her without her permission). That's his second time. Think about it if you have a little daughter like her. Like Mew said, it's an issue.
