this is not FDA's responsibility. FDA only monitor and approve what can be sold to public on federal level. Since the bison meat was just rotting in freezer, this befalls on South Dakota Animal Industry Board's and local city's responsibility to enforce its health code and laws. The state's Department of Environment and Natural Resources was involved as well.

It is USDA's responsibility too, not FDA.
