No,tax refunds are for people who overpaid in the first place. Again, it would be silly for someone to pay more than they are required to. Quite simple.

I agree if it is for freeloaders and people with disabilities that are perfectly working condition, especially deafness.

The welfare fraud need be stopped.

I'm glad that most of our lawmakers don't have same view as you do and you are too cold to understand about people with health problems. I'm not talking about deafness because deaf healthy people are completely working condition.
