This has been my experience as well. It's very frustrating. I like captions better than subtitles and I want captions on DVDs that get upscaled to near HD quality.

Probably a local problem. My station had captions--and in HD! And not out of sync!!! WOO!

I suppose one could say it's a web, but man is one of the animals at the top, as nothing hunts man for food. (Which is not to say that if at the wrong place and time he will not get chewed on... but we are not the usual food for any predator.)
