I wanted to watch the video but seems my computer is low on memory <hubby says> and so seems like Utube videos and other lots of data crash it so I didn't watch...but just for informational purposes generally -
"wagging tail" does not equal a happy dog. Behaviorally, wagging tail means - arousal. Whether that ends up in human perspective as "happy" or not, relays on additional things, such as how the dog feels about the situation.
But people do and have gotten into trouble assuming a wagging tail means the dog happy and friendly. Not always. Arousal can also mean or lead to: aggression. As in - I see you and I'm worried or don't want you here and so I'm getting agitated and that includes moving my tail fast.
The tail only tells part of the story of how the dog feels. Look at the whole dog.
...I noticed "no arousal"......but Frank does have buffalo balls....
...sleeping on his back...the video said he was abused...and finally adopted...so it could be he was dreaming of someone attempting to abuse him. so he laid on his back and wagged his tail.......sort of "I'm sorry" or "please don't"....could be he was worried also....but let's hope he was dreaming of good things as his adoptive parents took him in, and he looks so healthy and happy.

as far as Marty, hard to say, is the reaction of a person alone, versus person w/dog - different or same?
