NO CC on TV Station During Tornado Warning

We where having a bad storm with tornado warning and I put on my local TV weather report and they had no CC. I was told by FCC a station has to have CC during any emergency being reporting on TV. I called the station and left a message and I also called FCC and was connected to their handicap office and there was a message to call another # and not to leave a message as the person was gone until July 22. I was not able to get the second # to call so I called FCC again and asked if they could give me the second # , the guy did not know it and could not call and get it for me. What a joke FCC is , you would think they would know the phone # of the person filling in for an employee on vacation. I thought one of the 'C' in FCC stood for 'communication' , it would be great if they communicate with one another.
