That fish appears to be a steelhead whose status is listed as "threatened" and the fact that it was a dog who captured a fish, not by a person. Prosecution involves a person who actively catches endangered/threatened salmon illegally by not following recreational guidelines to catch salmon or does not have a fishing permit.
