Mine is Florida. Wonder how it was decided on what state has the worst of?

With all the seniors moving and living there, i would have thought florida would be the oldest state

Saying it is worst of.... Meaning Florida is the worst at stealing people Identity.. So does that mean we are the least at stealing people identity since Floridians are the worst one at it?

That is why I ask I wonder who and how it is decided. Since it makes no sense.
