PORT ALLEN, La. -- A convicted child molester in Louisiana has undergone surgical castration to win release from prison on parole.

Francis Phillip Tullier, who had faced hundreds of molestation counts involving young girls, pleaded guilty to three counts in 1999 and was sentenced to 27 years in prison. He is now 78.

His lawyer, Nathan Fisher, said that under the agreement Tullier could only be eligible for parole once he underwent castration.

A sheriff's investigator said Tullier agreed to have the surgery at his own expense. It was done Thursday after years of delays while Tullier was treated for various medical issues.

The Advocate newspaper reports that Tullier is due for release next week. He will live in Iberville Parish and has to register as a sex offender.

Umm...so...cutting off his dick and balls won't let him pursue children? But even so...he could still do things to them, just not with his genitals?

That's the problem with this option. Sexual predators CAN harm children even after castration. Btw, they don't carry out castration by surgical means. They usually chemically castrate these men by giving them female hormones. This supposedly renders them impotent. However, if someone wanted to harm a child, they certainly still could. You don't need a functional penis to rape a child. All you need is someone with a sick MIND which is capable of thinking up creative ways to do what he wants to do, and, that will get the job done just as effectively.
 
I think with sex crimes we basicly need to insistutionlize them, and maybe even try to treat them. A lot of them may have been molested as kids, and think they can overcome that by molesting kids.
 
rape and molestation aren't really about sex. Its about control. Castration will not stop his "control" impulses.
 
I have a very violent opinion where child molestation is concerned. It constantly conflicts with my negative opinion of capital punishment and imprisonment for a crime. Right or wrong, I feel that a child molester caught in the act and convicted, should be shot, burned and the ashes scattered. His records burned and his name wiped from the face of the earth forever. (I use "his" generically, a child molester can be a woman or a man)
Anyone who would take advantage of a helpless child with manipulation, abuse, and torture is a monster. I do not consider them human.
A child taking advantage of another child is a different matter. I think another child could be taught right from wrong. They need to be introduced to the proper concepts of how to treat another human being.
Castration is a useless solution. It is not about the physical act, it's about a sick game of control.
 
Do you really think that offenders can be treated? I have had several counselors, psychologists and psychiatrists (friends) say that they do not think it is possible to effectively treat pedophiles. What do you think?

78 yr old castrated for pedaphelia

Oh man there are so many things wrong with this. first molestation and rape are always about control and power. Chemical castration has been used as an option for a few years. Does not change the need to regain that power over children in particular. The molester still has that urge to control and will think up some other disgusting ugly way to violate children and young adults.
This guy is 78..I am not positive but believe a physical castration only removes the testicles, but even if we hack this guys penis off as well. We must understand...he can find lots of other objects to regain power and
destroy some innocents life. I believe it is an illness he was born with
and that he should NEVER be relaeased from prison...hack off whatever he wants and the law allows, but keep him loocked up. Make him wear a shirt that says ."I would molest your children if I could get my hands on them"
then put him back in with the, general population, I'm surprised he lasted this long and i would be willing to bet he was NOT in with the general prison population cause...Hmmmm...he would not need the assistance of the State to be castrated...and I am sure several other procedures,,free of charge. I
think that's perfect..let him experience the position he put his victims in.
I am aware this is an illness, but it does not have a cure so far and the fact that he is willing to undergo such a radical procedure just to get back out on the streets ..tells me he is just waiting for his next opportunity, once released.

You can't treat this, though, DD. However, I agree with you that we need to keep them out of society; whether that's in a hospital for the criminally insane or in a prison.
 
I know it's not realistic, nor even a very humane thought, but what if we put them (molesters, rapists, those who should never be released) all in a facility by themselves and let them sort out who should torture whom without subjecting the public to them?
Either that or instead of placing those who commit criminal acts who could BE reformed in solitary confinement, we just put all these guys in solitary and let them quietly go insane with their own thoughts. I'm sure if they get real good, they could learn to be as some solitary nuns are and pray for good in the world for the rest of their lives.

That's all being done already. It's called the Penitentiary. Alot of what you wrote in your first paragraph happens there. Convicts rape and abuse other convicts on a daily basis. The ones who come into these places as sex offenders end up in solitary "for their protection". So, the solution really isn't one at all....

To be honest with you, I don't know what the solution to this should be. I am a believer that castration doesn't work. I am a believer that treatment probably doesn't work, but isn't done often enough to have good data to support or refute the idea that it absolutely doesn't work.

Treatment could work on SOME sex offenders, but obviously, the ones we hear most about are the ones who are truly untreatable and dangerous FOR AS LONG AS THEY'RE ALIVE. The only recourse we have is what we're already doing.

It really stinks, because obviously, it's not enough.

Thanks for asking..smile YES, I have been walking without braces aqain, and
I can speak softly, gotta work on volume...I am really here at what is called
a Theraputic Rehabilitation facility because my "darn brain" is having memory and general retention problems. You see I had several Brain surgeries that stopped "bleeds in my brain"..but as a result that part of my brain..right frontal lobe "collapsed" so I only have 3/4 of my brain functioning. whew
some days I don"t remember my last name or where I am and that scares me...But the doctors here think because I was a writer by profession before the brain injury..there are times my mind seems clear. and at those times I grab. whatever I can to read ...They have allowed me to bring my laptop in and when I am rested and feeling in control, like today, I read and write on AD. Eventually I will be released, but I will never be the same . I am positive though..smile..I write down everything I recall and using AD has helped me force my darn brain to use the 3/4 I have left to stimulate my memory..It's getting to be more good days then bad and I pray I will be home again in a few more months....Peace to all ..I believe in miracles! M♥♥
 
It's ironic that we at AD realize that casteration won't stop sex offenders from committing the same crime.... and the Parole Board doesn't ??

He's getting released due to his old age and medical problems, that's all I can assume....They are letting a dirty old man back into society, than even if he cannot use his dick, he's bound to find something else to cimmit crimes against children.

Give me a break!...He should be dropped off somewhere in the woods where other homeless sex offenders have been forced to live, due to not being allowed housing....then maybe he'll realize just how "good" he had it in prison...A 78 yr. old man is beyond rehabilitation...
