Just like all those people that made big money on the Alaskan pipeline. Once they had their pile, they got the heck out. Cost of living is cheap in Central America. You could probably build your own toxic dump, er, I mean golf course.

The Central America plan only work as long there's no exodus of middle-class and wealthy Americans to those countries though. Australia did the same thing to Indonesia... the rich went to Bali to retire, and now Bali's cost of living is reaching Australia's cost of living.
