Semantics to me. The way I see it if we are still attacking, we are still at war. Police don't normally attack. But not a big issue. The fall of Iraq was fairly impressive. Finding Saddam was too. But I don't think the rest of the world got the message we wanted to send.
we are not engaged in armed conflict with a conventional army nor nation. it is the insurgents and Al Queda that kept disrupting Iraq's infrastructure and cities from rebuilding itself because they do not want Iraq to be a free country.
Currently - Iraq has no solid central government and army/police to enforce the law and order. Well they do now but they are not ready yet to function itself without American assistance.
the message already got lost and is forever lost when we got stuck in Iraq much longer than expected. It doesn't matter anymore now.
