Since there are a few issues with bigger Deaf organizations...

Like the Deaflympics, NAD, etc...

For example, Deaflympics does not have sufficient funding for many of their endeavors.
Special Olympics and Paralympics are money. They get tons of money from all over.

Should Deaf people just say "Lets go and dominate the Special Olympics" to make a point that we need to be in our own "Olympics" and receive partnership with all the bigger Olympics organizations?

Also:

Should we have another organization with the same goals of NAD but with the tactics of PETA?

I'm fairly certain the Special Olympics are only open to those with intellectual handicaps. Are you asking more if you should stage a coup and take over the Special Olympics? I'm pretty sure that would be counter productive to anything you were trying to accomplish. People wouldn't say "man, those deaf people were so good they have to have their own olympics!" They'd say "man, those deaf people are so mean and inconsiderate to our special athletes -- we should boycott them and their organizations!"
The Special Olympics gets so much money because it gets so much publicity and coverage. Honestly, I had no idea there even was a Deaflympics.

The Deaf can join the Special Olympics. We just don't really do it.

Look at PETA - They break into places, paint fur coats, etc - Is that counterproductive? It can be, but with the lady in charge there is "No bad press" for the PETA.
Look at where it has gotten her?
 
The Special Olympics website says it's open to anyone 8 years of age or older who have intellectual disabilities. It's not open to anyone of normal intelligence or cognitive abilities.
But you should totally start a gorilla warfare publicity campaign, but I'm not certain what you could do. I don't think painting fur coats is going to get you very far. And painting the special olympic athletes isn't going to go over so well :) But with all the emailed breasts you've gotten, you could totally do a copy nudity campaign like PETA.

hmmm let me check some stuff.

The reason I was pretty sure that the Special Olympics allowed the deaf to participate is because while growing up we've always gotten invitations to participate.

Actually, they could just have changed their policies. Their website says something about some of their athletes being on different levels competitively, but they aren't really explicit about specifics.

You should not do this because it's not going to help.

How will it gain funding for the deaf organizations that they all need?

People will not easily understand your motives.
 
Oh! The Deaflympics should just get corporate sponsorship from organizations that the Special Olympics won't accept. Like the porn industry. There's tons of money in pornography and the aren't able to advertise in many places.

Problem solved. Ethical problem created.

I am a little worried about the bolded statement. I don't think a deaf person would ever have made it.

So long as we offered to send the oil to the US, I'm not sure anyone would wage war for Alaska...
