Which method is best for a deaf person to user to call a hearing person?

In other words less laggy and annoying for the receiving hearing person
 
Also if you have experienced a relay service to be bad or exceptionally good feel free to menthol... Myself I always have bad experiences with iprelay online through website and through their screenname on instant messenger

Bye the way all of us do not have the choice of VRS. I, for one, took sign at our local Community College twice; made no contacts to continue using it and thus have forgotten 99% of what I learned.
 
I use the internet relay (i711.com) or the i711relay IM on AIM to make my calls.
 
video chat - both sign/voice; also, text. Depends on person who I'm talkin to if hoh or/ hearie wants to hear my voice, I have to use other kind. For deaf, I use vp only.
