The painting alike an underwater in ocean?

It does look like an underwater scene. But I think its moonlight on a shore.

I prob will give the answer tomorrow if no one gets it, I think it's too hard. If I post any more I will put it in the other thread you mentioned, thanks

This is "Nocturne" by Granville Redmond. I think that was a really hard one, I never would have gotten it.
