In the news a young girl has killed herself because of this bullys from Latvia,apparently most of this bulling come from Latvia..i am naive in ways of computer facebook etc so question is why dont they delete accounts or put block on senders or is it not that simple as i understand it it becoming common

It does not all come for Latvia, don't be ridiculous. In every news story I've seen, it's been other kids in the class or school who are doing it.

You can block other people, but they could just register another account under a fake name and trick you into adding them again. Plus, not all kids will know the ins and outs of blocking and so won't know what to do.
