I have issues with small dog...

When little dogs give me problems I usualy punt them off a bridge...

At least you can try! Small dogs do that. Especially for very small dogs.
Good luck. Three years is pretty a long time. Hmmm ..... If can't deal with your pup's bathroom issue .. Maybe give her a new owner who is good at patience?
 
I have Chihuahua myself. the best training is every 4 hrs let it go outside and keep eye on it. once its peed or dumping then give treat. also after eat let dog go outside and let dog do whatever they want to do then before go bed go outside. That work for me. you can always go buy books or ask vet for better training and find the reason of this causing.
