Finding information about getting Free Bluetooth Technologies

Someone told me that I can apply to the State for getting a free blue tooth device for my cell phone and hearing aids. It can be either a loop set or other kind of device. Does anyone know where I can find out on which Deaf Association to that I need to contact to find out if this is true or not??
