As mentioned the primary responsiblity belongs to the parents. They were the ones that made the "decision" to have the child in the first place. Parents have made tough choices since time immemorial. The "perfect" one is not allways so easy to determine. Nevertheless in real life-one must make choice. Most of us do "understand" complete knowledge of the future is not always available.
