Deaf chat security?

I have been told by someone I don't really know that in the US there is a chat system on Yahoo which is called USA Security and the address is Securepeople247@rocketmail.com .

It smells like a scam but I wondered if anyone could confirm/deny it?

Ok, thanks for the confirmation, I never know with the US. It was the email that got me thinking it was suspicious. :)
