cheap cable?

i have some people who have cheap cable. I'm not sure that they ACTUALLY have cable since their most of channels were almost like analog but except they use coaxial cable line to underground connecting their providers. And there is no set boxes required. any tips for getting lowest price? BTW I live in Orange Country,CA
 
over-the-air is free, better features and true resolution than on-ground cable
