Looks like 2.3 is out -- not 3.0 -- 2.3 is called "Gingerbread". Galaxy Tab seems to plan an upgrade to 2.3

Yep it is jailbroken. Otherwise it wouldn't have such a pretty UI.

Someone already answered your question about which theme I used. Like previous iOS, iOS5 will not enable us to tweak the UI at all.
