It's because they rate it weekly vs monthly rental rates. Monthly rental costs is cheaper than weekly. You cannot change the price if you return it earlier than the monthly rate since it's fixed for the whole month.

That's a hard one. I would say California, Oregon and Washington because it's beautiful and has lot of mountains, trees, deserts, beaches and many more. Arizona is interesting due to Grand Canyon and the red/orange rocks at Hoover Dam area, etc. I haven't seen south Arizona yet. I haven't been to the national parks in Utah, but been to Utah long time ago.
