That's his parents' responsibility. In other words, that's their fault that it happened. It's possible that they are fined.
I have never been to the WH. Do they have a warning sign on the gates all over? If so, then the parents are in a big trouble.I know the parents should had been watching their kid better but it's the
Secret Service job to keep people from through or over the White House fence . They can't even keep a baby out , that looks someone was not doing their job.

Regarding security at the gates, how big are the gates around the WH? If it's so big, then we have to pay more taxes to get security guards at every point 24/7.

I did see the White House over 40 years ago and I can't remember how big the fence is. I still disagree with you . no one should be able get over the fence or though it .
