I don't think it works that way personally but the Mormons believe there is 3 levels in heaven.
 
What if the knuckleheads of the world just stayed home and did nice things for other people? Like wake up one day and say boy am I big dumbass I want to stop being that way and then actually do it.

I know one person who is such a knucklehead, and well, he meddles where he shouldn't be meddling. That's why I don't tell him certain info, cause I know exactly what he would do.
