I don't understand why IELTS system of administering tests to deaf and Hoh Would be difficult. There are several systems within IELTS that totally accomodates whatever specific problems you are experiencing medically related to your deafness for these tests.
Keep in mind taking tests in college is a a really big deal and for a teacher to build a material just for a student in a method that accomodates that student within the overall system of administering that test is a very good thing.
If you are asking for college that DO NOT HAVE IELTS then take a dart and toss it at the USA map on the wall. Pick one. You will be treated like everyone else on test day.
