Small Business Website Development Company or Developer?

Hello, I am deaf/blind individual looking to setup a small website hosting business however while I am quite versed with the IT aspects in order to support myself and eventually my clients. I am not so well with making the website itself. Does anyone know of a company or a developer that can do this for me? All without the seemly demands of paying his/her monthly rent in full?

I know another deaf guy who runs his own hosting service (Deaf Vision) but he doesn't offer web development assistance anymore. I'm still relatively a newb with web development- I want to practice more before I'd ever offer any services. I'll keep my ears open; the program I took in Utah- they also have a web development 'shop' - I'm not sure what all they do though..

(my father seems to think I will be the one to create/set up/design my niece's website for her medical practice when she finishes med school .... only about another 3-5 years? LMAO)

Interesting I didn't even known of any deaf people of doing such prior to this. But I do understand if you haven't gotten comfortable yet you would want to first practice before you begin asking for orders to add to your profile and so on.

Well thanks you for helping me keep it open for me to find other options do come in. :)
 
I need to put in another post to ensure that it understood that I still need it. I was discussing with one on a billing vendor's website and they had to sum it up caused professional relationship issues with me. So I had to forcefully inform that they would NOT be considered.

I know this is an old post but I am a coder and web developer for a large organization.

For small business that have limited fund, I would suggest look into https://www.wix.com/ It suppose to help you build your website. I haven't play with it much but seem interesting.
