Ipad CC Not Working?

I have 9 new movies like Harry Potter etc. But for some reason cc does not come on even when I have it selected. I also do not have the iption for cc on youtube videos for the Ipad but I do on my PC?

It could be operator error but I figured I would ask you all how to get this to work-if it can work.

use Netflix? Torrent movies? YouTube movies?
 
Why do you so dependence on YouTube to have closed caption when you realize that audio-translator doesn't work that well?
