THE Hongkou District government will pay for deaf and mute people to learn the computer skills necessary to set up and maintain their own online diaries, or blogs, to improve understanding between the disabled and the outside world.

The blogging course, which is expected to start in the middle of this year, will be part of regular vocational training courses organized by the Hongkou District Deaf and Mute Association.

Teachers will use sign language to teach students to set up their own blog site, either on a commercial site or a special site for the deaf and mute in China (www.blog.cndeaf.com), how to add new entries and how to publish it online.

Classes will be held every Saturday, and they will be free of charge for all deaf and mute people living in Hongkou. The Hongkou District Disabled Persons' Federation is expected to cover the course fees.

"We are trying to help the hearing and speaking disabled to break communication barriers and catch up with the modern information world outside," Fei Feng, chairman at the association who is a deaf-and-mute person himself, told Shanghai Daily during an interview conducted yesterday by cell phone short message.

He said a more important function of blogs is to provide an online diary platform for people in the silent world to note down what they see and think.

"By reading our blog, people could come to know that deaf and mute people has an equally complete and complicated inside world as normal healthy people," Fei said.

Currently, about 20 people have signed up for the course.

Xue Yuan, who has already established his blog, wrote in his online diary that blogs are also a good communication and exchange platform for disabled all over the country.

Blog.cndeaf.com, one of the most popular blog Websites for the deaf and mute, has signed up 215 bloggers to date.
