Deaf Education/literacy Video With Nyle

What exactly "language acquisition" mean here?
The way I understand it, they are talking about helping children 0-5 to develop ASL and the spoken English language?
Nyle Dimarco says:
"I grew up with ASL and English, it's the best opportunity you can give a child" and
"giving a child formal means of communication gives them the opportunity for success in life academically, socially and emotionally".

Is that what Bill 210 entails? monitoring the linguistic progress of children 0-5 y.o.?

Joel Barish and Julie Rems-Smario, the president of California Association of the Deaf, talk about the accomplishment of passing an important bill, SB 210, which will require all Deaf babies in California to go through language acquisition assessment every six months until they turn five in order to ensure they will be academically ready for kindergarten.
