Does Arkansas count as being west of Mississippi river? and being smack in the middle of USA (central zone).

Born and raised in Faribault, Minnesota but been in Califunny for a long time now.....
 
Well, I kinda grew up in Missouri while attending deaf school for 12 years, but I actually did not live in the midwest with my family during these years.

Dadgum! It sure ain't fair...considering that Arkansas is in the central zone and west of the mississippi river.....I propose a change of those midwest states list to the US Geography agency! :p
