Why do people want to buy free passes?

Think of Zoos or museums as examples. When you sign up as members, you get some free passes. I understand that there are some rules for using free passes. I believe that one of the rules is that you have to be with the member or have member's name handy. They may check your ID and not allow you in since you're not members. I see people trying to sell passes that they got for free. I know that they had to pay for their free passes, but does this make it right for them to sell those passes ? Do people realize that if they buy those exclusive passes, they may not be able to get in ?

The Chicago Public Library has children's museum passes at one of the libraries, and I believe if it gets lost, the parent is responsible for paying that cost, although I cannot be too sure of this.
 
I guess people do not realize they may not be able to get with the pass. There a lot of dishonest people are and they will sell anything to made money.
