That is a captioning error made on local TV where I live.  It was quickly corrected the what they actually said "soap and water."  I started a thread with it about captioning errors to get a giggle out of. http://www.alldeaf.com/threads/a-new-thing-to-grin-about-from-tv-captioning.132180/
