Some people lost SSN when their home were fire or burglarized, sometime, they threw SSN card away accidentally so it means they need new SSN that cost money before they can sign up for ID.
Interesting about college students in SC, also school photo ID accepted? I know some states or counties attempt to make difficult for college students to vote.
