So what do you think? How can it be enforced? See, it is easy to work in city and not have to spend any money in city. Yeah, people can just fill up in suburbs. People can avoid doing things in city. It's easy. It's hard to believe they can get taxes that way.
You see, those suburban people help in different ways even if they don't spend money in the city. Not many people in the city want the work. Therefore, those in suburbs get hired. Those gaps get filled up.
I'm sure that some of the suburb people pay to take train from suburbs to city. Pretty sure that the city gets some money from train rides. Also, many of those suburb people have to pay to park in the city. Therefore, they get money too.
Don't you think that maybe those who works in city and live in suburbs may hang out in city once a month? Maybe twice a month. City would get money from that too.
