i went to library,ask librian what word mean static ip address,she said means cannot change isp address,the internet service provider is extra cost per month average 4.00( four dollard) per month,is good for video confernce camera,i think future new will be called pbx exchange,cell phone providers will carry video camera real time,to d-link server,not sure ,broadcom they made wifi wlan for video real time ,well wait and see

Yea, and I doubt 4 dollars a month extra... Maybe 40 dollars extra yea. Most ISP don't want give away Static IP addy for good reason... They know they might go in business doing website service and they'd lose business with web host services.
