Software for captioning media files?

Anyone know where I can find free (or cheap) software to download for captioning dvd files?

There are movies that I'd love to watch but they have no subtitles or captions. I just canceled my Netflix subscription due to this.
 
I think Subtitle Workshop can do it. That's what I use, but I've never captioned a DVD file.
 
iTunes is too expensive. Netflix is pretty cheap and I already notice that movies are keep grow to have subtile available via streaming

There is none else but you can do the illegal, if you like to. Hello jail!
 
If you check out this company, they have a free download that can help you caption your videos.

Unfortunately, I don't believe it works on streaming videos. Check it out!
