A very important step toward addressing the limited access of Deaf Filipinos to the justice system and particularly for the many deaf victims of sexual abuse and violence, a two-day seminar on "Sign Language Interpreting and Access of the Deaf to the Legal System" will be conducted on July 27 to 28 at the Bulwagang Tandang Sora, College of Social Work and Community Development, University of the Philippines, Diliman, Quezon City.

The seminar which is being organized by the Philippine Deaf Resource Center, Inc., with the Philippine Federation of the Deaf, Inc.(PFD) and the Filipino Deaf Women’s Health and Crisis Center, Inc.(FDWHCC), is open to the public.

The seminar is the culminating activity of the project Equal access to communication for the Deaf in legal proceedings, one of the winning grants in the World Bank 2006 Panibagong Paraan Development Marketplace competition. It is funded by The Asia Foundation and the U.S. Agency for International Development.

The PDRC was founded in 2001 on three cornerstones: research, information and networking. This is rooted in the belief that research-based advocacy for, and by the Filipino Deaf community is a key to its struggles. The PDRC is a non-stock, non-profit corporation. Fields of focus include sign language linguistics and interpreting, employment and livelihood, education, media and technology, health, policy and legislation, and Deaf culture and the arts.

Its goal is to serve as a nationwide center for the Filipino Deaf community, and its individual and collective stakeholders, in the various needs, challenges and issues that concern it.

Some of the projects which is being undertaken or has been undertaken by the PDRC are Language development of legal terms in Filipino Sign Language (through the National Commission for Culture and the Arts); Sexuality & Reproductive Health issues among Deaf women (with the Philippine Federation of the Deaf); Deaf abuse Language policies on sign language recognition, instruction and interpreting; Baseline data on English Literacy; Accessiblity to TV newscasts through interpreting / captioning (with the Center for Communication Research and Training, Ateneo de Manila University Department of Communication);Legal digest of cases involving Deaf Filipinos (with the Initiatives for Dialogue and Empowerment Through Alternative Legal Services); Equity testing in standardized tests;Texting in the Deaf community; and 16th-17th century history of sign language in the Philippines.
