New Orleans out of cash, mayor says

It means the city of New Orleans has no money left to pay anything. The disaster relief cost a lot of money and wiped their money out.

Now that many residents of New Orleans are not living there anymore, there is no source of tax to collect from the people. Because the city is at a standstill, there is no way to collect taxes to keep the city going.

The federal government will give some money, but it will go to the state of Louisana before it goes to New Orleans.

There is no time to have city/county commission to issue massive loan on bond. Best thing to do is to wait for state or federal for large fund...
