Hi guys... I am understanding this little bit but not quite sure if I understood this clear. I know it say only based on top 4 records not by divs. I am little bit confusing. Any one can explain this clear?

The NBA is changing the way teams are seeded in the postseason, looking to avoid the controversy that surrounded last season's playoffs.

Under the change, the top four seeds -- the three division winners and the second-place team with the best record -- will be seeded according to their win-loss total, guaranteeing that the top two teams in each conference can't meet until the conference finals, the league announced Wednesday.

"I think it's a tweak, is what I'd call it, and it's probably a good one," said Jerry Colangelo, the former chairman of the league's Board of Governors. "Ultimately you want your best teams, the teams who have worked all season to put themselves in a position based on their records, to be seeded accordingly."

The NBA had given the top three seeds to division winners regardless of record, meaning a second-place team could not do better than the No. 4 seed, even if it had a better record than a division champion.

That rule came under fire last season when division rivals San Antonio and Dallas met in the second round of the Western Conference playoffs, even though the second-place Mavericks had a far better record than division champions Phoenix or Denver.

Dallas knocked off the first-place Spurs in a thrilling matchup of 60-game winners, capturing Game 7 on the road in overtime.

"It may have been mentioned in the past, but this year just because of the Dallas-San Antonio situation it kind of brought it to a head," Colangelo said. "So it was discussed in the second half of the year."

The Board of Governors also voted to expand the postseason rosters to 15, instead of 13, with 12 players active for each game. That duplicates the rule used in the regular season.

The NBA champion Miami Heat were among those that criticized the policy that forced teams to carry fewer players in the playoffs than during the season.

Also, if a team has two 60-second timeouts left in the final 2 minutes of regulation or in overtime, one will be reduced to a 20-second timeout. Teams will now have two 60-second timeouts and one lasting 20 seconds in overtime, instead of three 1-minute timeouts. Clubs will no longer be permitted to carry over a 20-second timeout from regulation into overtime.

"Our owners are intent on making the playoff seeding more fair for all teams going forward and in quickening the pace of the end of games," NBA executive vice president Stu Jackson said in a statement. "The board also thought it made sense to allow teams to utilize the same 15-man roster in the playoffs that they use during the regular season."
 
Why cant the NFL do it that way? I think NFL playoffs should have 16 teams in Playoffs Top 4 division winners get a home game the bottom 4 are wild cards they play by position Like look at Last year for example.

NFL have their rule that the best divison go to playoff.

However, I'm glad that NBA work out because it's different. But, prefer that they should stay with two divisions instead split into three.

Yea, I agreed with u, NFL should change playoff plan from 12 teams to 16 teams! Also NCAA March Madness should expand to 128 teams field instead 64!
 
Yall talk about NFL lol. This is NBA subject. I guess I will wait until the playoff comes and I can see it myself and understand their new system. Hopefully the Bulls goes to the final! But doubtful. :afro: Big Ben in Bulls!

Yeah 128 teams in NCAA March Madness.So that way MARYLAND Can be in it every year.

I read the same story. Last season the Spurs, Suns, and Nuggets were the division champs in the West. The Dallas Mavs had the third-best regular season record in the league, but were seeded fourth because they didn't win their division.
1. SA
2. Phoenix
3. Denver
4. Dallas (2nd to Spurs. Still won 60 games)

If the new rules had been in place and regular season records were used for seeding, it would have been:
1. SA
2. Dallas
3. Phoenix
4. Denver (lost to the Clippers)

The second round would have been SA-Clips and Dallas-Phoenix. SA-Dallas should have been the West Finals.
