Under the Christmas tree, there are gifts for deaf and hard of hearing people that they can use. There are several programs for people with significant hearing loss in which they may apply for and receive specialized Internet service with a notebook computer or telephone equipment.

Kansas Telecommunications Access Program (TAP) offers specialized telephone equipments. Communication Service for the Deaf Inc. (CSD) has Project Endeavor which offers a 12-month wireless 3G/4G Internet access plan for low-income individuals.

The Kansas TAP program is funded through the Kansas Universal Service Fund, which you pay as part of your phone bill.

The purpose of TAP is to provide specialized equipment to Kansans with disabilities or impairments so they can access basic home telecommunication services.

A hard of hearing or deaf person may apply and receive equipment if the following eligibility requirements are met: Kansas residency, home telephone service, have a disability in which a specialized telephone would be helpful, and have a household gross income of less than $55,000 a year.

Among the specialized telephone equipment available include Large Number Amplified Telephone, Loud Bell Ringer, Dialogue VCO (Voice Carry-Over) Telephone, Light Flasher/Visual Signaler, Amplified Cordless Telephone and more.

If you have a household gross income of $55,000 or more, you cannot use Kansas TAP program.However, you may purchase these telephone devices and other equipment for hard of hearing and deaf individuals on these websites: Home Page, Harris Communications - products for deaf, hard of hearing, hearing impaired, hearing loss, and sign language. CSD Project Endeavor offers a video-configured Dell 11Z notebook, which comes with a mobile broadband card. For $230, the deaf or hard of hearing consumer can receive the new notebook computer and a free 12-month 3G/4G wireless Internet access plan, at no additional cost with a saving of least $700 or more.
