I found this message at a online garage sale group I belong to. What do you think about the message below?



Hi everyone! Another issue to be addressed. Do not commit to purchasing an item with a seller unless you have an agreed upon price in place. If you're going to make an offer below the sellers asking price, you need to do that before committing to buy the item. I'm receiving too many complaints of buyers who arrive to pick up an item, try to negotiate a lower price and end up not purchasing the item that they agreed to purchase. This needs to be done before you agree to buy the item. If we receive reports that a member has done this, it will be treated as a No Show. Make your offers and do your haggling before you agree to purchase the item.
 
The way it's worded, yes I agree. If you say you *will* buy the item, then you have to be ready to pay the asking price. If you specifically say you want to come and take a look at it, that you're not sure if it's worth the asking price to you without inspecting it in person, then you're free to decide not to buy it, or to offer a lower price.

I know it doesn't seem like the same thing as a no show, because the customer did show up. But from the seller's perspective, he was expecting to make the sale, he was told the sale was made, he just had to be there for the person to pay and pick up, and it didn't happen. So his time has been wasted, like with a no show.
