I've been a college interpreter, and I'm familiar with a state bidding process. It's a big red-tape headache requiring tons of paperwork.
If that bad terp is certified by RID you can file a complaint with them.

Document or record everything that happens or is said.
Whatever you decide to do, don't delay. Some complaint processes have deadlines.
