First of all, CRTC which is Canada's FCC equivalent, is accepting any comments on whether or not to support or oppose VRS in Canada. They even welcome comments from submitters who are from U.S., Europe and everywhere else.

Make sure that you find the proceeding no. 2013-155 and 2013-155-1.
Here's the helpful and informative video instruction on how to submit your comments to CRTC:

The deadline was originally May 17th; however, CRTC approved the provincial VRS committee's request to have it postponed to May 27th which is tomorrow night at 8 p.m. EST.
It is one of the most important rights that we Deaf and Hard of Hearing Canadians want to enjoy as it is a great benefit to everybody including hearing people.
Many thanks for your support on behalf of Deaf and hard of hearing Canadians.
